fixes #8133: mitigate regendoc issues wrt PRETEND_VERSION

this issues is less likely to hit due to the recent regendoc release
which includes a wheel

* migrate to setuptools_scm 6.3.2
* use SETUPTOOLS_SCM_PRETEND_VERSION_FOR_PYTEST
