crates/geturl: make reqwest a feature and wire it up

And add a "null" backend in case no real web backends are enabled. (This could
be reasonable for a customized use case where one knows that web bundles will
never be needed.)
Also add curl as an optional dependency, but don't implement it yet.

Add the staging repo as a submodule.
...
This lets us track the precise version of the reference sources on which we
are based at any given time. See discussion in the README.
Fortunately, one does not need to check out or build the reference sources to
build Tectonic, which is good because Git submodules are super confusing.
