Change syntax of the never type attribute thingy
Previous: ```rust #![rustc_never_type_mode = "fallback_to_unit|..."] ``` New: ```rust #![rustc_never_type_options(fallback = "unit|...")] ``` This allows adding other options for other never-related experiments.
