	* app/core/gimplayer.[ch]: removed the remaining layer scale API.

	* app/core/gimpitem.[ch]: added the same functions here.

	* app/core/gimpimage-scale.c
	* app/gui/layers-commands.c
	* tools/pdbgen/pdb/layer.pdb: changed accordingly.

	* app/pdb/layer_cmds.c: regenerated.
