	the procedure blurb as tooltip.

	* plug-ins/common/blur.c
	* plug-ins/common/gauss.c
	* plug-ins/common/mblur.c: rephrased some blurbs and marked them
	for translation.

	* app/pdb/procedural-db-query.c: formatting.
