* app/core/gimpparamspecs-duplicate.[ch]: new files implementing
gimp_param_spec_duplicate() which is supposed to duplicate any
gimp or gegl GParamSpec (but doesn't do this yet).
* app/tools/gimpgegltool.c: remove the code form here.
