Ell fa5dd99559 app: allow setting handle-bar limits explicitly 
In GimpHandleBar, add gimp_handle_bar_{set,unset,get}_limits(), to
allow settings the handle-bar limits explicitly, rather than
inheriting the adjustment limits.
