modifier. Replaces the "bad" cursor.
* cursors/gimp-tool-cursors.xcf: added it here too.
* app/widgets/widgets-enums.h: added GIMP_CURSOR_MODIFIER_BAD.
* app/widgets/gimpcursor.c: add the bad modifier. Leave the bad
cursor there for now.
