Michael Natterer 310c1bfb71 app: add gimp_babl_get_description() 
which keeps around human readable and translatable strings for Babl
formats, as replacement for the to-be-obsoleted image type etc. enum
descriptions.

	Change licence to GPLv3 (and to LGPLv3 for libgimp).

	Cleaned up some copyright headers and regenerated the parsers in
	the ImageMap plugin.

	* app/gegl/Makefile.am: changed accordingly.

	* app/gegl/gimpoptilesink.[ch]
	* app/gegl/gimpoptilesource.[ch]: made more gimpish.
