don't g_return_if_fail() if gimp->plug_in_shm is NULL; return -1 instead.

2004-02-07  Sven Neumann  <sven@gimp.org>

	* app/plug-in/plug-in-shm.c (plug_in_shm_get_ID): don't
	g_return_if_fail() if gimp->plug_in_shm is NULL; return -1 instead.
	This allows to run gimp with --no-shm again.
