Damien Elmes 46722d792d Use a separate service definition for backend-only services 
Realised this is clearer than tagging each method individually. The
enum has been retained for the case where we want to implement the backend
method separately from the collection one.

Protobuf files defining the interface the frontend and backend components use to talk to each other, and how Anki stores some of the data inside its SQLite database. These files are used to generate Rust, Python and TypeScript bindings.
