fix(research-fair): 报告卡必须落盘——⑥加存本地md、⑧双模式、错误表同步
修 skill 设计缺陷：原 ⑥渲染+⑧塞PR body，--no-fork 模式报告卡只在终端飘过不落地。
现在 ⑥ 始终存 report-cards/<owner>-<repo>-report-card.md，⑧ 区分 fork/no-fork 两种归宿。

C1: 范围行从 spec 示例的 ✓7✗7⚠3⊥2 改为实测 ✓6✗8⚠4⊥1，并明示 ⊥=R3 委托 gitlink-license 未跑
M1: REFERENCE F1.2 兜底 ⊥→✗（无 release tag）
M4: OpenAlex 降级条件 429→429/503（与实测 503 一致）

子任务四（应用GitLink辅助科研）的设计文档：
- 报告卡中心架构，5轴 FAIR rubric（对标 FAIR4RS + howfairis），Repro 单独成轴
- 四幕剧本 v1：诊断+处方+证书（不做排行）
- 复用 gitlink-license 做许可证/安全支柱
- 验证目标 songhui18/ICCV2021论文复现（处方走 fork）
- 含学术引用库与诚实边界（2条已证伪论点禁用）
