whale 803a894f05 feat: add DevOps pipeline, CI, milestone and label shortcuts 
- Add Dockerfile and .dockerignore for containerized deployment
- Add GitLink DevOps pipelines (.devops/) for auto-build and manual publish
- Add GitHub Actions CI workflow with Go test and vet
- Add golangci-lint configuration
- Update Makefile with lint, test-cover, ci, vet targets
- Add shared test utilities (shortcuts/common/testutil.go)
- Add shortcut development template (shortcuts/_template/)
- Add developer guide (doc/dev-guide.md)
- Add milestone management shortcut (milestone +list/create/view/close/delete)
- Add label management shortcut (label +list/create/delete)
