Jason A. Donenfeld e73aaae2fa siphash: use one source of truth for siphash permutations
The SipHash family of permutations is currently used in three places:

- siphash.c itself, used in the ordinary way it was intended.
- random32.c, in a construction from an anonymous contributor.
- random.c, as part of its fast_mix function.

Each one of these places reinvents the wheel with the same C code, same
rotation constants, and same symmetry-breaking constants.

This commit tidies things up a bit by placing macros for the
permutations and constants into siphash.h, where each of the three .c
users can access them. It also leaves a note dissuading more users of
them from emerging.

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
