The turn around bytes (2) are placed between the control phase of the
MDIO transaction and the data phase, correct the wording to be more
exact.

'rk3228-evb.dts', 'rk3229-xms6.dts' and 'rk3328.dtsi'
but somehow never added to a document, so add
"ethernet-phy-id1234.d400", "ethernet-phy-ieee802.3-c22"
for ethernet-phy nodes on Rockchip platforms to
'ethernet-phy.yaml'.

Unlike what was initially claimed in the PHY binding, the interrupt
property of a PHY can be omitted, and the OS will turn to polling instead.
Document that.
