Add flags to enable/disable supported chips in be2net.
With disable support are removed coresponding PCI IDs and
also codepaths with [BE2|BE3|BEx|lancer|skyhawk]_chip checks.
Disable chip will reduce module size by:
BE2 ~2kb
BE3 ~3kb
Lancer ~10kb
Skyhawk ~9kb
When enable skyhawk only it will reduce module size by ~20kb

This change replaces the network device operations for adding or removing a
VXLAN port with operations that are more generically defined to be used for
any UDP offload port but provide a type. As such by just adding a line to
verify that the offload type if VXLAN we can maintain the same
functionality.
I have also gone though and removed the BE2NET_VXLAN config option since it
no longer relies on the VXLAN code anyway.

The hwmon interface in the be2net driver causes a link error when
be2net is built-in while the hwmon subsystem is a loadable module:
drivers/built-in.o: In function `be_probe':
drivers/net/ethernet/emulex/benet/be_main.c:5761: undefined reference to `devm_hwmon_device_register_with_groups'
This adds a new Kconfig symbol, following the example of multiple
other drivers that have the same problem. The new CONFIG_BE2NET_HWMON
will not be available when (BE2NET=y && HWMON=m) to avoid this
problem.
We have to also mark be_hwmon_show_temp as 'static' to ensure the
compiler can optimize out all the unused code.

Introduce a CONFIG_BE2NET_VXLAN define to control be2net's build
dependency on the VXLAN driver.
Without this fix, the kernel build fails when VxLAN driver is
selected to be built as a module while be2net is built-in.

but they have all been converted to use GRO which has no such
