Nick Desaulniers 6563139d90 powerpc: remove GCC version check for UPD_CONSTR

workaround for older versions of GCC. This adversely affected clang,
too.

Christophe Leroy 592bbe9c50 powerpc/uaccess: Don't use "m<>" constraint with GCC 4.9
GCC 4.9 sometimes fails to build with "m<>" constraint in
inline assembly.

Christophe Leroy ec0c464cdb powerpc: move ASM_CONST and stringify_in_c() into asm-const.h
This patch moves ASM_CONST() and stringify_in_c() into
dedicated asm-const.h, then cleans all related inclusions.
