Romuald Brunet a7d47e59e7 docs: Add reference in binfmt-misc.rst
While looking at the binfmt-misc documentation I noticed that there is a
reference to the “java” example that could be a direct link.

This patch simply adds the link without changing the HTML output.

Jonathan Neuschäfer ea6b537083 docs: admin-guide: binfmt-misc: Improve the title
Trim the title a bit, since it's relatively long. Add `binfmt_misc` to
make it easier to search for the feature by its common name.

Mauro Carvalho Chehab 9d85025b04 docs-rst: create an user's manual book
Place README, REPORTING-BUGS, SecurityBugs and kernel-parameters
on an user's manual book.

As we'll be numbering the user's manual, remove the manual
numbering from SecurityBugs.
