So no need for checking if it uses the strerror_r() GNU variant error
reporting mechanism, i.e. if it returns a pointer to a immutable string
internal to glibc.

The cache.h header doesn't use any of the definitions in some of the
headers it includes, ditch them and fix the fallout, where files were
getting stuff they needed just because they were including it, sometimes
not using what it really exports at all.

The tools so far have been using the strerror_r() GNU variant, that
returns a string, be it the buffer passed or something else.
But that, besides being tricky in cases where we expect that the
function using strerror_r() returns the error formatted in a provided
buffer (we have to check if it returned something else and copy that
instead), breaks the build on systems not using glibc, like Alpine
Linux, where musl libc is used.
So, introduce yet another wrapper, str_error_r(), that has the GNU
interface, but uses the portable XSI variant of strerror_r(), so that
users rest asured that the provided buffer is used and it is what is
returned.

To deal with forwarding the strerror_r (GNU) return we need to check if
the returned value is the buffer we passed or maybe some constant
(unknown error), simplify that action by using scnprintf, that will do
all the buflen size checks, trimming if needed.

This affects the -p, -t and -u options that previously defaulted to
per-thread mmaps.
Consequently add an option to select per-thread mmaps to support the old
behaviour.
Note that per-thread can be used with a workload-only (i.e. none of -p,
-t, -u, -a or -C is selected) to get a per-thread mmap with no
inheritance.

Perf uses GNU-specific version of strerror_r(). The GNU-specific strerror_r()
returns a pointer to a string containing the error message. This may be either
a pointer to a string that the function stores in buf, or a pointer to some
(immutable) static string (in which case buf is unused).
In glibc-2.16 GNU version was marked with attribute warn_unused_result. It
triggers few warnings in perf:
util/target.c: In function ‘perf_target__strerror’:
util/target.c:114:13: error: ignoring return value of ‘strerror_r’, declared with attribute warn_unused_result [-Werror=unused-result]
ui/browsers/hists.c: In function ‘hist_browser__dump’:
ui/browsers/hists.c:981:13: error: ignoring return value of ‘strerror_r’, declared with attribute warn_unused_result [-Werror=unused-result]
They are bugs.
Let's fix strerror_r() usage.

The perf_target__strerror() sets @buf to a string that describes the
(perf_target-specific) error condition that is passed via @errnum.
This is similar to strerror_r() and does same thing if @errnum has a
standard errno value.
