Add SPDX GPL-2.0 to all PCI files that specified the GPL version 2 license.
Remove the boilerplate GPL version 2 language, relying on the assertion in
b24413180f ("License cleanup: add SPDX GPL-2.0 license identifier to
files with no license") that the SPDX identifier may be used instead of the
full boilerplate text.

of_device_ids are not supposed to change at runtime. All functions working
with of_device_ids provided by <linux/of.h> work with const of_device_ids.
So mark the non-const structs as const.

Improve readability by listing fallback compatibility strings after the
more-specific compatibility strings they provide a fallback for.
This does not affect run-time behaviour as it is the order in the DTB that
determines which compatibility string is used.

This code is not being built as a module by anyone:

drivers/pci/host/Kconfig: bool "Renesas R-Car Gen2 Internal PCI controller"
Remove uses of MODULE_DESCRIPTION(), MODULE_AUTHOR(), MODULE_LICENSE(),
etc., so that when reading the driver there is no doubt it is builtin-only.
The information is preserved in comments at the top of the file.
Replace module_platform_driver() with builtin_platform_driver(), which uses
the same init level priority, so init ordering is unchanged.
Note that MODULE_DEVICE_TABLE is a no-op for non-modular code.

Previously we added a dummy I/O port region even though the R-Car
controller doesn't support PCI port I/O. This resulted in bogus root bus
resources like this:
pci_bus 0000:00: root bus resource [io 0xee080000-0xee0810ff]
pci_bus 0000:00: root bus resource [mem 0xee080000-0xee0810ff]
Drop the unused dummy I/O port region and set struct hw_pci.io_optional so
the ARM PCI code doesn't add a default one for us.

Use new OF interrupt mapping (of_irq_parse_and_map_pci()) when possible.
This is the recommended method of doing the IRQ mapping. For old
devicetrees we fall back to the previous practice.
This allows interrupts to be remapped across bridges.

Break out the hard coded window size code to allow dynamic setup. The
window size is still left at 1GiB but with this patch changing window size
is easy for testing.

The bridge logic at slot 0 only supports reads up to 0x40 and the rest of
the PCI configuration space for this slot is marked as reserved in the
manual.
Trying a read from offset 0x100 is producing an error from the bridge. With
error interrupts enabled, the following is printed:
pci-rcar-gen2 ee0d0000.pci: error irq: status 00000014

If runtime PM is enabled in the kernel config, the PCI clocks are not
forced on at start-up, and thus, are never enabled. Use
pm_runtime_get_sync() to enable the clocks.
While at it, use dev_info() instead of pr_info() since now we have the
device pointer available in the PCI setup callback.

In case of error, the function devm_ioremap_resource() returns ERR_PTR()
and never returns NULL. The NULL test in the return value check should
be replaced with IS_ERR().

This adds internal PCI controller driver for R-Car Gen2 SoC. There are
three PCI controllers available with only a single EHCI/OHCI device
built-in on each PCI bus. This gives us three USB channels. Channel 0 is
shared with the USBHS device, while channel 2 is shared with the USBSS.
The PCI controllers do not support I/O port space mapping, and it is not
needed here.
