Add setsockopt SOL_IP/IP_RECVERR_4884 to return the offset to an
extension struct if present.
ICMP messages may include an extension structure after the original
datagram. RFC 4884 standardized this behavior. It stores the offset
in words to the extension header in u8 icmphdr.un.reserved[1].
The field is valid only for ICMP types destination unreachable, time
exceeded and parameter problem, if length is at least 128 bytes and
entire packet does not exceed 576 bytes.
Return the offset to the start of the extension struct when reading an
ICMP error from the error queue, if it matches the above constraints.
Do not return the raw u8 field. Return the offset from the start of
the user buffer, in bytes. The kernel does not return the network and
transport headers, so subtract those.
Also validate the headers. Return the offset regardless of validation,
as an invalid extension must still not be misinterpreted as part of
the original datagram. Note that !invalid does not imply valid. If
the extension version does not match, no validation can take place,
for instance.
For backward compatibility, make this optional, set by setsockopt
SOL_IP/IP_RECVERR_RFC4884. For API example and feature test, see
github.com/wdebruij/kerneltools/blob/master/tests/recv_icmp_v2.c
For forward compatibility, reserve only setsockopt value 1, leaving
other bits for additional icmp extensions.

In order to remove the 'struct timespec' definition and the
timespec64_to_timespec() helper function, change over the in-kernel
definition of 'struct scm_timestamping' to use the __kernel_old_timespec
replacement and open-code the assignment.

Use the socket error queue for reporting dropped packets if the
socket has enabled that feature through the SO_TXTIME API.
Packets are dropped either on enqueue() if they aren't accepted by the
qdisc or on dequeue() if the system misses their deadline. Those are
reported as different errors so applications can react accordingly.
Userspace can retrieve the errors through the socket error queue and the
corresponding cmsg interfaces. A struct sock_extended_err* is used for
returning the error data, and the packet's timestamp can be retrieved by
adding both ee_data and ee_info fields as e.g.:
((__u64) serr->ee_data << 32) + serr->ee_info
This feature is disabled by default and must be explicitly enabled by
applications. Enabling it can bring some overhead for the Tx cycles
of the application.

Many user space API headers are missing licensing information, which
makes it hard for compliance tools to determine the correct license.
By default are files without license information under the default
license of the kernel, which is GPLV2. Marking them GPLV2 would exclude
them from being included in non GPLV2 code, which is obviously not
intended. The user space API headers fall under the syscall exception
which is in the kernels COPYING file:
NOTE! This copyright does *not* cover user programs that use kernel
services by normal system calls - this is merely considered normal use
of the kernel, and does *not* fall under the heading of "derived work".
otherwise syscall usage would not be possible.
Update the files which contain no license information with an SPDX
license identifier. The chosen identifier is 'GPL-2.0 WITH
Linux-syscall-note' which is the officially assigned identifier for the
Linux syscall exception. SPDX license identifiers are a legally binding
shorthand, which can be used instead of the full boiler plate text.

The kernel supports zerocopy sendmsg in virtio and tap. Expand the
infrastructure to support other socket types. Introduce a completion
notification channel over the socket error queue. Notifications are
returned with ee_origin SO_EE_ORIGIN_ZEROCOPY. ee_errno is 0 to avoid
blocking the send/recv path on receiving notifications.
Add reference counting, to support the skb split, merge, resize and
clone operations possible with SOCK_STREAM and other socket types.
The patch does not yet modify any datapaths.

Add SOF_TIMESTAMPING_TX_ACK, a request for a tstamp when the last byte
in the send() call is acknowledged. It implements the feature for TCP.
The timestamp is generated when the TCP socket cumulative ACK is moved
beyond the tracked seqno for the first time. The feature ignores SACK
and FACK, because those acknowledge the specific byte, but not
necessarily the entire contents of the buffer up to that byte.

Kernel transmit latency is often incurred in the packet scheduler.
Introduce a new timestamp on transmission just before entering the
scheduler. When data travels through multiple devices (bonding,
tunneling, ...) each device will export an individual timestamp.

Applications that request kernel tx timestamps with SO_TIMESTAMPING
read timestamps as recvmsg() ancillary data. The response is defined
implicitly as timespec[3].
1) define struct scm_timestamping explicitly and
2) add support for new tstamp types. On tx, scm_timestamping always
accompanies a sock_extended_err. Define previously unused field
ee_info to signal the type of ts[0]. Introduce SCM_TSTAMP_SND to
define the existing behavior.
The reception path is not modified. On rx, no struct similar to
sock_extended_err is passed along with SCM_TIMESTAMPING.
