Adds FCoE specific code to existing i40e core driver to:-
1. have separate FCoE VSI with additional FCoE queues pairs.
2. have FCoE related hash defines.
3. have additional FCoE related stats code.
4. export and then re-use existing functions required by FCoE build.

Give link a little more time to come back up after setting flow control
before resetting. In the new NVMs it is taking longer for link to come back.
This causes the driver to attempt to reset the link, which then errors
because the firmware was already in the middle of a reset. Also, initialize
err to 0.

This implements a state machine intended to support the userland tool for
updating the device eeprom. The state machine implements one-shot reads,
writes, multi-step write sessions, and checksum requests. If we're in the middle
of a multi-step write session, no one should fire off other writes, however, one
shot reads are valid. The userland tool is expected to keep track of its session
status, arrange the placement and ordering of the writes, and deal with the
checksum requirement.
This patch also adds nvmupdate support to ethtool callbacks.
The get_eeprom() and set_eeprom() services in ethtool are used here to
facilitate the userland NVMUpdate tool. The 'magic' value in the get and
set commands is used to pass additional control information for managing
the read and write steps.
The read operation works both as normally expected in the standard ethtool
method, as well as with the extra NVM controls. The write operation
works only for the expanded NVM functions - the normal ethtool method is
not allowed because of the NVM semaphore management needed for multipart
writes, as well as the checksum requirement.

In XL710 devices we program FD filter's fields from Tx perspective of the flow.
However the user interface exposed in ethtool should be compliant with the
previous generation of drivers where a filter src and dst field are from
the RX perspective. This patch changes the ethtool interface in this regard
to match the other drivers.

The driver was not marking packets with bad checksums
correctly, especially IPv6 packets with a bad checksum.
To do this correctly we need a define that may be set by
hardware in rare cases.

defined in ETHTOOL_GRXCLSRULE but needs to be reported in
ETHTOOL_GRXCLSRLCNT. Also use a helper function to calculate the total

This patch changes the declaration of Tx/Rx rings inside several loops. It
eliminates declaring the same rings every time for the duration of the loop,
instead declaring them once before the loop.

For all of our supported kernels, ethtool allows us to directly control
adaptive ITR instead of just faking it with an ITR value. Support this
capability so that user knows explicitly when ITR is being controlled
dynamically. Suggested by Ben Hutchings.

Replace the bh safe variant with the hard irq safe variant.
We need a hard irq safe variant to deal with netpoll transmitting
packets from hard irq context, and we need it in most if not all of
the places using the bh safe variant.
Except on 32bit uni-processor the code is exactly the same so don't
bother with a bh variant, just have a hard irq safe variant that
everyone can use.

Add code to enforce the following policy:
- If the HW reports filter programming error, we check if it's due to a
full table.
- If so, we go ahead and turn off new rule addition for ATR and then SB
in that order.
- We monitor the programmed filter count, if enough room is created due
to filter deletion/reset, we then re-enable SB and ATR new rule addition.

The update filter logic was causing a kernel panic in the original code.
We need to compare the input set to decide whether or not to delete a
filter since we do not have a hash stored. This new design helps fix the issue.

The i40e hardware was generating some inconsistent results
when using current programming methods. This refactor
fixes the inconsistencies that were preventing clean
unloads of the driver, and moves the queues for handling
flow director errors into their own hardware VSI.
This patch also implements a corrected version of the
basic ethtool add ntuple rule, which will disable
the driver's automatic flow programming. A future patch
adds remove/replay/list support for ntuple.

Wake on LAN is disabled by default and will remain that way for most
platforms, but there is an NVM setting that allows vendors to enable it
for a port if they think they've provided the right power environment
for the device. This patch adds code to check the NVM setting and enable
Magic Packet use if WoL is enabled for the port.
Since only Magic Packet is supported, there's not a lot of HW configuration
needed.

When the ethtool testing starts it sets the I40E_TESTING state
bit, which blocks new netdev opens so that things don't get
confused, while the testing might be messing with register and
other things. Unfortunately, that was keeping the PF resets
after the register test from working correctly because the netdev
would not get reopened. This patch reorders the tests to put the
register test last as it is the only one that needs a reset, and
we wait to trigger the reset until after we clear the
I40E_TESTING bit.
