Currently ccu_frac_helper_set_rate() doesn't wait for a lock bit to be
set before returning. Because of that, unstable clock may be used.
Add a wait for lock in the helper function.

ccu_frac_helper_read_rate() prints some info which is not really
helpful except during debugging.
Replace printk() with pr_debug().

Some clocks can be switched to a mode called fractional that have two fixed
output rate you can choose from.
Add a small library to deal with those clocks.
