We can convert this file to using export.h since it only wants
to export symbols, but when we do we'll see also that it was
implicitly getting notifier.h from module.h via this failure:

This removes an OProfile dependency on the spufs module. This
dependency was causing a problem for multiplatform systems that are
built with support for Oprofile on Cell but try to load the oprofile
module on a non-Cell system.
