__cpufreq_stats_create_table() is called from:
- cpufreq notifier on creation of a new policy. Stats will always be
NULL here.
- cpufreq_stats_init() for all CPUs as cpufreq-stats might have been
initialized after cpufreq driver. For any policy, 'stats' will be
NULL for the first CPU only and will be valid for all other CPUs
managed by the same policy.
While we return for other CPUs, we don't return the right error value.
It's not that we would fail with -EBUSY. But generally, this is what
these return values mean:
- EBUSY: we are busy right now, try again. And the retry attempt might
be immediate.
- EEXIST: We already have what you are trying to create and there is no
need to create it again, and so no more tries are required.

CPUFREQ_STICKY flag is set by drivers which don't want to get unregistered
even if cpufreq-core isn't able to initialize policy for any CPU.
When this flag isn't set, we try to unregister the driver. To find out
which CPUs are registered and which are not, we try to check per_cpu
cpufreq_cpu_data for all CPUs. Because we have a list of valid policies
available now, we better check if the list is empty or not instead of
the 'for' loop. That will be much more efficient.

These variables are just used within adjust_jiffies() and so must be
local to it. Also there is no need of a dummy routine for CONFIG_SMP
case as we can take care of all that with help of macros in the same
routine. It doesn't look that ugly.

We just need to check if a 'policy' is already present for the cpu we are
adding. We don't need to take all the locks and do kobject usage updates. Use
the light-weight cpufreq_cpu_get_raw() routine instead.

We should stop cpufreq governors when we shut down the system. If we
don't do this, we can end up with this deadlock:
1. cpufreq governor may be running on a CPU other than CPU0.
2. In machine_restart() we call smp_send_stop() which stops CPUs.
If one of these CPUs was actively running a cpufreq governor
then it may have the mutex / spinlock needed to access the main
PMIC in the system (perhaps over I2C)
3. If a machine needs access to the main PMIC in order to shutdown
then it will never get it since the mutex was lost when the other
CPU stopped.
4. We'll hang (possibly eventually hitting the hard lockup detector).
Let's avoid the problem by stopping the cpufreq governor at shutdown,
which is a sensible thing to do anyway.

SRCU is not necessary to be compiled by default in all cases. For tinification
efforts not compiling SRCU unless necessary is desirable.
The current patch tries to make compiling SRCU optional by introducing a new
Kconfig option CONFIG_SRCU which is selected when any of the components making
use of SRCU are selected.
If we do not select CONFIG_SRCU, srcu.o will not be compiled at all.

cpufreq-dt driver supports mode when OPP table is provided by platform
code and not device tree. However on certain platforms code that fills
OPP table may run after cpufreq driver tries to initialize, so let's

Currently we are calling of_cpufreq_cooling_register() from ->init() callback.
At this point of time cpufreq driver's policy isn't completely ready to be used
as few of its fields/structure/pointers aren't yet initialized.
Because of_cpufreq_cooling_register() tries to access policy with help of
cpufreq_cpu_get() and then tries to get freq-table as well, these calls fail.
To fix this, register the cooling device after the policy is ready to be used.
And the right callback for it is the newly added ->ready() one.

Currently there is no callback for cpufreq drivers which is called once the
policy is ready to be used. There are some requirements where such a callback is
required.
One of them is registering a cooling device with the help of
of_cpufreq_cooling_register(). This routine tries to get 'struct cpufreq_policy'
for CPUs which isn't yet initialed at the time ->init() is called and so we face
issues while registering the cooling device.
Because we can't register cooling device from ->init(), we need a callback that
is called after the policy is ready to be used and hence we introduce ->ready()
callback.

The second parameter of of_cpufreq_cooling_register() should be the CPUs to
which the frequency constraint will apply. As the cpufreq-dt driver now supports
platforms with multiple 'struct cpufreq_policy' instances (i.e. > 1 clock
domains for CPUs), passing 'cpu_present_mask' isn't correct anymore. As every
policy will have a set of CPUs and that may not be equal to 'cpu_present_mask'
always.
So, pass only mask of CPUs which are controlled by current policy.

CPUFreq driver's Kconfig entries are added in Kconfig.<arch> files and they are
all included from the main Kconfig file using a menu entry. This creates another
level of (unnecessary) hierarchy within the menuconfig entries.
The problem occurs when there are drivers usable across architectures. Either
their config entry is duplicated in all the supported architectures or is put
into the main Kconfig entry. With the later one, we have menuconfig entries for
drivers at two levels then.
Fix these issues by getting rid of another level of menuconfig hierarchy and
populate all drivers within the main cpufreq menu. To clearly distinguish where
the drivers start from, also add a comment that will appear in menuconfig.

The pcc-cpufreq driver is not automatically loaded on systems where
the platform's power management setting requires this driver.
Instead, on those systems no CPU frequency driver is registered and
active.
Make the autoloading matching criteria for loading the pcc-cpufreq
driver the same as done in acpi-cpufreq by commit c655affbd5
("ACPI / cpufreq: Add ACPI processor device IDs to acpi-cpufreq").
x86 CPU frequency drivers are now typically autoloaded by specifying
MODULE_DEVICE_TABLE entries and x86cpu model specific matching.
But pcc-cpufreq was omitted when acpi-cpufreq and other drivers were
changed to use this approach.
Both acpi-cpufreq and pcc-cpufreq depend on a distinct and mutually
exclusive set of ACPI methods which are not directly tied to specific
processor model numbers. Both of these drivers have init routines
which look for their required ACPI methods. As a result, only the
appropriate driver registers as the cpu frequency driver and the other
one ends up being unloaded.
Tested on various systems where acpi-cpufreq, intel_pstate, and
pcc-cpufreq are the expected cpu frequency drivers.

Add support of Hardware Managed Performance States (HWP) described in Volume 3
section 14.4 of the SDM.
With HWP enbaled intel_pstate will no longer be responsible for selecting P
states for the processor. intel_pstate will continue to register to
the cpufreq core as the scaling driver for CPUs implementing
HWP. In HWP mode intel_pstate provides three functions reporting
frequency to the cpufreq core, support for the set_policy() interface
from the core and maintaining the intel_pstate sysfs interface in
/sys/devices/system/cpu/intel_pstate. User preferences expressed via
the set_policy() interface or the sysfs interface are forwared to the
CPU via the HWP MSR interface.

When the user space tries to set scaling_(max|min)_freq through
sysfs, the cpufreq_set_policy() asks other driver's opinions
for the max/min frequencies. Some device drivers, like Tegra
CPU EDP which is not upstreamed yet though, may constrain the
CPU maximum frequency dynamically because of board design.
So if the user space access happens and some driver is capping
the cpu frequency at the same time, the user_policy->(max|min)
is overridden by the capped value, and that's not expected by
the user space. And if the user space is not invoked again,
the CPU will always be capped by the user_policy->(max|min)
even no drivers limit the CPU frequency any more.
This patch preserves the user specified min/max settings, so that
every time the cpufreq policy is updated, the new max/min can
be re-evaluated correctly based on the user's expection and
the present device drivers' status.

The intel_pstate driver only supports the performance and the powersave
governors. With the performance governor ensuring the highest possible
performance settings, userspace tools fail to make any lasting changes.
In order to allow userspace tools to make modifications to the settings,
the powersave governor must be in use. This makes having the powersave
governor as the default convenient for systems where the intel_pstate
driver is being employed. Having to enable expert mode in the kernel
configuration is just a headache for such a trivial task.
This patch applies to all kernel versions 2.6.38 or greater after the
migration from CONFIG_EMBEDDED to CONFIG_EXPERT (6a108a14fa). Most
importantly, this applies to kernel versions 3.9 or greater when the
intel_pstate driver was introduced.

Commit 34e5a5273d ("cpufreq: cpufreq-dt: extend with
platform_data") changed cpufreq_init() to only call
cpumask_setall(policy->cpus) if the platform data indicates that all
CPUs share the same clock. Before, cpufreq_generic_init() did this
unconditionally.

If the regulator connected to the CPU voltage plane doesn't
support an OPP specified voltage with the acceptable tolerance
it's better to just disable the OPP instead of constantly
failing the voltage scaling later on.
Includes a fix to move initialization of opp_freq outside
the loop to avoid an endless loop from Geert Uytterhoeven.

Using a VID value that is not high enough for the requested P state can
cause machine checks. Add a ceiling function to ensure calulated VIDs
with fractional values are set to the next highest integer VID value.
The algorythm for calculating the non-trubo VID from the BIOS writers
guide is:

vid = ceiling(vid_min + (req_pstate - min_pstate) * vid_ratio)

BYT has a different conversion from P state to frequency than the core
processors. This causes the min/max and current frequency to be
misreported on some BYT SKUs. Tested on BYT N2820, Ivybridge and
Haswell processors.

Some BIOSes modify the state of MSR_IA32_MISC_ENABLE_TURBO_DISABLE
based on the current power source for the system battery AC vs
battery. Reflect the correct current state and ability to modify the
no_turbo sysfs file based on current state of
MSR_IA32_MISC_ENABLE_TURBO_DISABLE.

Currently the core does not expose scaling_cur_freq for set_policy()
drivers this breaks some userspace monitoring tools.
Change the core to expose this file for all drivers and if the
set_policy() driver supports the get() callback use it to retrieve the
current frequency.

Code which changes policy to powersave changes also max_policy_pct based on
max_freq. Code which change max_perf_pct has upper limit base on value
max_policy_pct. When policy is changing from powersave back to performance
then max_policy_pct is not changed. Which means that changing max_perf_pct is
not possible to high values if max_freq was too low in powersave policy.

The cpufreq-dt driver tries to get a regulator for each CPU. This
regulator is optional, but when not present, a scary message "failed
to get cpuX regulator" is displayed. To solve this, we reduce the
severity of the message from dev_warn() to dev_dbg() and we reword the
message to not be as scary.

This commit extends the cpufreq-dt driver to take a platform_data
structure. This structure is for now used to tell the cpufreq-dt
driver the layout of the clocks on the platform, i.e whether all CPUs
share the same clock or whether each CPU has a separate clock.

This commit extends the cpufreq_driver structure with an additional
'void *driver_data' field that can be filled by the ->probe() function
of a cpufreq driver to pass additional custom information to the
driver itself.
A new function called cpufreq_get_driver_data() is added to allow a
cpufreq driver to retrieve those driver data, since they are typically
needed from a cpufreq_policy->init() callback, which does not have
access to the cpufreq_driver structure. This function call is similar
to the existing cpufreq_get_current_driver() function call.

If cpufreq_generic_init() fails we jump into the resource
cleanup path which contains a of_node_put() call. Another
instance of this has already been called at that time
resulting a double decrement of the refcount.
Fix this by calling of_node_put() only after we are sure
that nothing has gone wrong.

The naming convention of this driver was always under the scanner, people
complained that it should have a more generic name than cpu0, as it manages all
CPUs that are sharing clock lines.
Also, in future it will be modified to support any number of clusters with
separate clock/voltage lines.
Lets rename it to 'cpufreq_dt' from 'cpufreq_cpu0'.

'cpu_data' is updated for policy->cpu first and then for all CPUs in
policy->cpus. policy->cpus is guaranteed to contain policy->cpu as well and so
the first write to 'cpu_data' for policy->cpu is redundant. Remove it.

Commit 8e30444e15 ("cpufreq: fix cpufreq suspend/resume for intel_pstate")
introduced a bug where the governors wouldn't be stopped anymore for
->target{_index}() drivers during suspend. This happens because
'cpufreq_suspended' is updated before stopping the governors during suspend
and due to this __cpufreq_governor() would return early due to this check:

The kernel used to contain two functions for length-delimited,
case-insensitive string comparison, strnicmp with correct semantics
and a slightly buggy strncasecmp. The latter is the POSIX name, so
strnicmp was renamed to strncasecmp, and strnicmp made into a wrapper
for the new strncasecmp to avoid breaking existing users.
To allow the compat wrapper strnicmp to be removed at some point in
the future, and to avoid the extra indirection cost, do
s/strnicmp/strncasecmp/g.

This patch ensures the cpus to kexec/reboot at nominal frequency.
Nominal frequency is the highest cpu frequency on PowerPC at
which the cores can run without getting throttled.
If the host kernel had set the cpus to a low pstate and then it
kexecs/reboots to a cpufreq disabled kernel it would cause the target
kernel to perform poorly. It will also increase the boot up time of
the target kernel. So set the cpus to high pstate, in this case to
nominal frequency before rebooting to avoid such scenarios.
The reboot notifier will set the cpus to nominal frequncy.

Its possible today that the pstate of a core is held at a high even after the
entire core is hotplugged out if a load had just run on the hotplugged cpu. This is
fair, since it is assumed that the pstate does not matter to a cpu in a deep idle
state, which is the expected state of a hotplugged core on powerpc. However on powerpc,
the pstate at a socket level is held at the maximum of the pstates of each core. Even
if the pstates of the active cores on that socket is low, the socket pstate is held
high due to the pstate of the hotplugged core in the above mentioned scenario. This
can cost significant amount of power loss for no good.
Besides, since it is a non active core, nothing can be done from the kernel's end
to set the frequency of the core right. Hence make use of the stop_cpu callback
to explicitly set the pstate of the core to a minimum when the last cpu of the
core gets hotplugged out.

Commit 367dc4aa93 ("cpufreq: Add stop CPU callback to
cpufreq_driver interface") introduced the stop CPU callback for
intel_pstate drivers. During the CPU_DOWN_PREPARE stage, this
callback is invoked so that drivers can take some action on the
pstate of the cpu before it is taken offline. This callback was
assumed to be useful only for those drivers which have implemented
the set_policy CPU callback because they have no other way to take
action about the cpufreq of a CPU which is being hotplugged out
except in the exit callback which is called very late in the offline
process.
The drivers which implement the target/target_index callbacks were
expected to take care of requirements like the ones that commit
367dc4aa addresses in the GOV_STOP notification event. But there
are disadvantages to restricting the usage of stop CPU callback
to cpufreq drivers that implement the set_policy callbacks and who
want to take explicit action on the setting the cpufreq during a
hotplug operation.
1.GOV_STOP gets called for every CPU offline and drivers would usually
want to take action when the last cpu in the policy->cpus mask
is taken offline. As long as there is more than one cpu in the
policy->cpus mask, cpufreq core itself makes sure that the freq
for the other cpus in this mask is set according to the maximum load.
This is sensible and drivers which implement the target_index callback
would mostly not want to modify that. However the cpufreq core leaves a
loose end when the cpu in the policy->cpus mask is the last one to go offline;
it does nothing explicit to the frequency of the core. Drivers may need
a way to take some action here and stop CPU callback mechanism is the
best way to do it today.
2. We cannot implement driver specific actions in the GOV_STOP mechanism.
So we will need another driver callback which is invoked from here which is
unnecessary.
Therefore this patch extends the usage of stop CPU callback to be used
by all cpufreq drivers as long as they have this callback implemented
and irrespective of whether they are set_policy/target_index drivers.
The assumption is if the drivers find the GOV_STOP path to be a suitable
way of implementing what they want to do with the freq of the cpu
going offine,they will not implement the stop CPU callback at all.

Cpufreq core introduces cpufreq_suspended flag to let cpufreq sysfs nodes
across S2RAM/S2DISK. But the flag is only set in the cpufreq_suspend()
for cpufreq drivers which have target or target_index callback. This
skips intel_pstate driver. This patch is to set the flag before checking
target or target_index callback.

Currently allocate_resources() supports only CPU0 and it would need to allocate
resources for any CPU going forward.
Add another argument to it, i.e. cpu, and update code accordingly.

Currently, we expect regulator name to be "cpu0", but as we are going to support
multiple cpu-blocks (all CPUs in a block share clock/voltage) later, we need to
pass some generic string instead of that.
For backwards compatibility try for "cpu0" first and if it fails, then try for
"cpu".

Currently this driver only support platforms on which all CPUs share clock &
voltage lines and there is requirement to support platforms which have separate
clock & voltage lines for CPUs, like Qualcomm's Krait and ARM's big LITTLE.
Each group of CPUs sharing clock/voltage lines are represented by 'struct
cpufreq_policy' in cpufreq framework. And core calls ->init() once for each
policy.
Currently we do all initialization/allocation from probe() which wouldn't work
for above scenario. To make it work for these platforms, the first step is to
move all initialization/allocation to ->init() and add ->exit() to do the
reverse of it.
Also, remove all global variables and allocate space for them at runtime.
This patch creates 'struct private_data' for keeping all such information and
a pointer to that would be stored in policy->driver_data.
The changed probe() routine now tries to see if regulator/clocks are available
or we need to defer probe. In case they are available, it registers cpufreq
driver. Otherwise, returns with -EPROBE_DEFER.
We still *don't* support platforms with separate clock/voltage lines for CPUs.
This would be done in a separate patch later.

We already have cpu_dev and is used at multiple places for printing errors using
dev_*(). But some prints are still using pr_*(). Lets make it consistent and
replace those pr_*() macros with dev_*() macros.

Currently, we defer probe if regulator_get() returned -EPROBE_DEFER, i.e.
regulator isn't registered yet. We do a dev_err() in this case. Sending a
message to the log on probe defer just duplicates what the driver core is
already doing. Convert it to dev_dbg() instead.
We should defer in case of clk_get() as well.
Current code already does it, but it wasn't intentional probably. Its just that
we are returning the right error with wrong print message.
Fix print message to convey right error.
