Since my change to split out the regulatory init to occur later,
any issues during earlier cfg80211_init() or errors during the
platform device allocation would lead to crashes later. Make this
more robust by checking that the earlier initialization succeeded.

Core regulatory hints didn't set wiphy_idx to WIPHY_IDX_INVALID. Since
the regulatory request is zeroed, wiphy_idx was always implicitly set to
0. This resulted in updating only phy #0.
Fix that.

When REGULATORY_COUNTRY_IE_IGNORE is set, __reg_process_hint_country_ie()
ignores the country code change request from __cfg80211_connect_result()
via regulatory_hint_country_ie().
After Disconnect, similar to above, country code should not be reset to
world when country IE ignore is set. But this is violated and restore of
regulatory settings is invoked by cfg80211_disconnect_work via
regulatory_hint_disconnect().
To address this, avoid regulatory restore from regulatory_hint_disconnect()
when COUNTRY_IE_IGNORE is set.
Note: Currently, restore_regulatory_settings() takes care of clearing
beacon hints. But in the proposed change, regulatory restore is avoided.
Therefore, explicitly clear beacon hints when DISABLE_BEACON_HINTS
is not set.

Make wmm_rule be part of the reg_rule structure. This simplifies the
code a lot at the cost of having bigger memory usage. However in most
cases we have only few reg_rule's and when we do have many like in
iwlwifi we do not save memory as it allocates a separate wmm_rule for
each channel anyway.
This also fixes a bug reported in various places where somewhere the
pointers were corrupted and we ended up doing a null-dereference.

Pointer arithmetic already adjusts by the size of the struct,
so the sizeof() calculation is wrong. This is basically the
same as Colin King's patch for similar code in the iwlwifi
driver.

Currently user regulatory hint is ignored if all wiphys
in the system are self managed. But the hint is not ignored
if there is no wiphy in the system. This affects the global
regulatory setting. Global regulatory setting needs to be
maintained so that it can be applied to a new wiphy entering
the system. Therefore, do not ignore user regulatory setting
even if all wiphys in the system are self managed.

Currently the regulatory core does not call the regulatory callback
reg_notifier for self managed wiphys, but regulatory_hint_user() call is
independent of wiphy and is meant for all wiphys in the system. Even a
self managed wiphy may be interested in regulatory_hint_user() to know
the country code from a trusted regulatory domain change like a cellular
base station. Therefore, for the regulatory source
NL80211_REGDOM_SET_BY_USER and the user hint type
NL80211_USER_REG_HINT_CELL_BASE, call the regulatory notifier.
No current wlan driver uses the REGULATORY_WIPHY_SELF_MANAGED flag while
also registering the reg_notifier regulatory callback, therefore there
will be no impact on existing drivers without them being explicitly
modified to take advantage of this new possibility.

that the country code has been set to Ireland. Fix this by changing the

In general regulatory self managed devices maintain their own
regulatory profiles thus it doesn't have to query the regulatory database
on country change.
ETSI has recently introduced a new channel access mechanism for 5GHz
that all wlan devices need to comply with.
These values are stored in the regulatory database.
There are self managed devices which can't maintain these
values on their own. Add API to allow self managed regulatory devices
to query the regulatory database for high band wmm rule.

The whole code is set up to allow RCU reads of this data, but
then uses rtnl_dereference() which requires the RTNL. Convert
it to rcu_dereference_rtnl() which makes it require only RCU
or the RTNL, to allow RCU-protected reading of the data.

ETSI EN 301 893 v2.1.1 (2017-05) standard defines a new channel access
mechanism that all devices (WLAN and LAA) need to comply with.
The regulatory database can now be loaded into the kernel and also
has the option to load optional data.
In order to be able to comply with ETSI standard, we add wmm_rule into
regulatory rule and add the option to read its value from the regulatory
database.

Paul reported that he got a report about undefined behaviour
that seems to me to originate in using uninitialized memory
when the channel structure here is used in the event code in
nl80211 later.
He never reported whether this fixed it, and I wasn't able
to trigger this so far, but we should do the right thing and
fully initialize the on-stack structure anyway.

When cfg80211 is built as a module, everything is fine, and we
can keep the code as is; in fact, we have to, because there can
only be a single module_init().
When cfg80211 is built-in, however, it needs to initialize
before drivers (device_initcall/module_init), and thus used to
be at subsys_initcall(). I'd moved it to fs_initcall() earlier,
where it can remain. However, this is still too early because at
that point the key infrastructure hasn't been initialized yet,
so X.509 certificates can't be parsed yet.
To work around this problem, load the regdb keys only later in
a late_initcall(), at which point the necessary infrastructure
has been initialized.

Currently CRDA implements the signature checking, and the previous
commits added the ability to load the whole regulatory database
into the kernel.
However, we really can't lose the signature checking, so implement
it in the kernel by loading a detached signature (regulatory.db.p7s)
and check it against built-in keys.

Parsing and building C structures from a regdb is no longer needed
since the "firmware" file (regulatory.db) can be linked into the
kernel image to achieve the same effect.

If the regulatory database is loaded, and then updated, it may
be necessary to reload it. Add an nl80211 command to do this.
Note that this just reloads the database, it doesn't re-apply
the rules from it immediately.

As the current regulatory database is only about 4k big, and already
difficult to extend, we decided that overall it would be better to
get rid of the complications with CRDA and load the database into the
kernel directly, but in a new format that is extensible.
The new file format can be extended since it carries a length field
on all the structs that need to be extensible.
In order to be able to request firmware when the module initializes,
move cfg80211 from subsys_initcall() to the later fs_initcall(); the
firmware loader is at the same level but linked earlier, so it can
be called from there. Otherwise, when both the firmware loader and
cfg80211 are built-in, the request will crash the kernel. We also
need to be before device_initcall() so that cfg80211 is available
for devices when they initialize.

When part of a bigger bandwidth (160 MHz) channel falls in DFS
channel range it is possible that the center frequency may not
necessarily be a radar channel. Remove the sanity check on channel
flag for IEEE80211_CHAN_RADAR in regulatory_propagate_dfs_state(),
this should fix the dfs state propagation for non-DFS center freq
which has DFS channels in it's bandwidth, should also fix unnecessary
WARN_ON() spam in regulatory_propagate_dfs_state().

Sharing DFS channel state across multiple wiphys (radios) could
be useful with multiple radios on the system. When one radio
completes CAC and markes the channel available another radio
can use this information and start beaconing without really doing
CAC.
Whenever there is a state change in dfs channel associated to
a particular wiphy the the same state change is propagated to
other wiphys having the same DFS reg domain configuration.
Also when a new wiphy is created the dfs channel state of
other existing wiphys of same DFS domain is copied.

DFS requirement for ETSI domain (section 4.7.1.4 in
ETSI EN 301 893 V1.8.1) is the only one which explicitly
states that once DFS channel is marked as available afer
the CAC, this channel will remain in available state even
moving to a different operating channel. But the same is
not explicitly stated in FCC DFS requirement. Also, Pre-CAC
requriements are not explicitly mentioned in FCC requirement.
Current implementation in keeping DFS channel in available
state is same as described in ETSI domain.
For non-ETSI DFS domain, this patch gives a grace period of 2 seconds
since the completion of successful CAC before moving the channel's
DFS state to 'usable' from 'available' state. The same grace period
is checked against the channel's dfs_state_entered timestamp while
deciding if a DFS channel is available for operation. There is a new
radar event, NL80211_RADAR_PRE_CAC_EXPIRED, reported when DFS channel
is moved from available to usable state after the grace period. Also
make sure the DFS channel state is reset to usable once the beaconing
operation on that channel is brought down (like stop_ap, leave_ibss
and leave_mesh) in non-ETSI domain.

This enum is already perfectly aliased to enum nl80211_band, and
the only reason for it is that we get IEEE80211_NUM_BANDS out of
it. There's no really good reason to not declare the number of
bands in nl80211 though, so do that and remove the cfg80211 one.

The rule definitions here aren't really valid, they would
be rejected if it came from userspace due to the bandwidth
specified being bigger than the rule's width.
This is fairly much inconsequential since the other rules
around them do enable the bandwidth, but express that better
using the NL80211_RRF_AUTO_BW flag.

in the switch for the initiator in set_regdom.
The second leaks a platform_device struct if the
platform registration in regulatory_init succeeds but
the sub sequent regulatory hint fails due to no memory.

Instead of having a lot of places that free ignored requests
and then return REG_REQ_OK, make reg_process_hint() process
REG_REQ_IGNORE by freeing the request, and let functions it
calls return that instead of freeing.
This also fixes a leak when a second (different) country IE
hint was ignored.

When the functions reg_set_rd_driver() and reg_set_rd_country_ie()
return with an error, the calling function already restores data
by calling restore_regulatory_settings(), so there's no need to
also schedule a timeout (which would lead to other side effects
such as indicating CRDA failed, which clearly isn't true.) Remove
the scheduling.

Instead of searching the built-in database only in the worker,
search it directly and return an error if the entry cannot be
found (or memory cannot be allocated.) This means that builtin
database queries no longer rely on the timeout.

The original assumption of 20MHz wide channels hasn't been true since
the addition of support for 5 and 10 MHz channels.
Change the code to no longer disable all channels that don't fit into
the 20MHz grid, but instead set the appropriate flags to disable
operation on specific bandwidths.

left behind a superfluous check after it removed some earlier code.
In reg_process_hint, the test of "treatment == REG_REQ_IGNORE ||
treatment == REG_REQ_ALREADY_SET" is superfluous because the code in the
if-then branch is identical to the code after the if statement.

The RTNL is required to check for IR-relaxation conditions that allow
more channels to beacon. Export an RTNL locked version of reg_can_beacon
and use it where possible in AP/STA interface type flows, where
IR-relaxation may be applicable.

With a basic Linux userspace, the messages "Calling CRDA to update
world regulatory domain" appears 10 times after boot every second or
so, followed by a final "Exceeded CRDA call max attempts. Not calling
CRDA". For those of us not having the corresponding userspace parts,
having those messages repeatedly displayed at boot time is a bit
annoying, so this commit reduces their log level to pr_debug().

The GO_CONCURRENT regulatory definition can be extended to station
interfaces requesting to IR as part of TDLS off-channel operations.
Rename the GO_CONCURRENT flag to IR_CONCURRENT and allow the added
use-case.

Patch eeca9fce1d (cfg80211: Schedule
timeout for all CRDA call) introduced a regression, where in case
that crda is not installed (or not configured properly etc.), the
regulatory core will needlessly continue to call it, polluting the
log with the following log:
"cfg80211: Calling CRDA to update world regulatory domain"
Fix this by limiting the number of continuous CRDA request failures.

It is possible that there are several regulatory requests
pending, but the processing of the last one does not call
CRDA, and thus the other requests are not handled.
Fix this by rescheduling the work until all requests have
been processed.

Timeout was scheduled only in case CRDA was called due to user hints,
but was not scheduled for other cases. This can result in regulatory
hint processing getting stuck in case that there is no CRDA configured.
Change this by scheduling a timeout every time CRDA is called. In
addition, in restore_regulatory_settings() all pending requests are
restored (and not only the user ones).

Previously, the indoor setting configuration assumed that as
long as a station interface is connected, the indoor environment
setting does not change. However, this assumption is problematic
as:
- It is possible that a station interface is connected to a mobile
AP, e.g., softAP or a P2P GO, where it is possible that both the
station and the mobile AP move out of the indoor environment making
the indoor setting invalid. In such a case, user space has no way to
invalidate the setting.
- A station interface disconnection does not necessarily imply that
the device is no longer operating in an indoor environment, e.g.,
it is possible that the station interface is roaming but is still
stays indoor.
To handle the above, extend the indoor configuration API to allow
user space to indicate a change of indoor settings, and allow it to
indicate weather it controls the indoor setting, such that:
1. If the user space process explicitly indicates that it is going
to control the indoor setting, do not clear the indoor setting
internally, unless the socket is released. The user space process
should use the NL80211_ATTR_SOCKET_OWNER attribute in the command
to state that it is going to control the indoor setting.
2. Reset the indoor setting when restoring the regulatory settings in
case it is not owned by a user space process.
Based on the above, a user space tool that continuously monitors the
indoor settings, i.e., tracking power setting, location etc., can
indicate environment changes to the regulatory core.
It should be noted that currently user space is the only provided mechanism
used to hint to the regulatory core over the indoor/outdoor environment --
while the country IEs do have an environment setting this has been completely
ignored by the regulatory core by design for a while now since country IEs
typically can contain bogus data.

When a system contains only self-managed regulatory devices all hints
from the regulatory core are ignored. Stop hint processing early in this
case. These systems usually don't have CRDA deployed, which results in
endless (irrelevent) logs of the form:
cfg80211: Calling CRDA to update world regulatory domain
Make sure there's at least one self-managed device before discarding a
hint, in order to prevent initial hints from disappearing on CRDA
managed systems.

If a P2P GO is active, the cfg80211_reg_can_beacon function will take
the wdev lock, in its call to cfg80211_go_permissive_chan. But the wdev lock
is already taken by the parent channel-checking function, causing a
deadlock.
Split the checking code into two parts. The first part will check if the
wdev is active and saves the channel under the wdev lock. The second part
will check actual channel validity according to type.

The custom-reg handling function can currently only add flags to a given
channel. This results in stale flags being left applied. In some cases
a channel was disabled and even the orig_flags were changed to reflect
this.
Previously the API was designed for a single invocation before wiphy
registration, so this didn't matter. The previous approach doesn't scale
well to self-managed regulatory devices, particularly when a more
permissive regdom is applied after a restrictive one.

Add a new regulatory flag that allows a driver to manage regdomain
changes/updates for its own wiphy.
A self-managed wiphys only employs regulatory information obtained from
the FW and driver and does not use other cfg80211 sources like
beacon-hints, country-code IEs and hints from other devices on the same
system. Conversely, a self-managed wiphy does not share its regulatory
hints with other devices in the system. If a system contains several
devices, one or more of which are self-managed, there might be
contradictory regulatory settings between them. Usage of flag is
generally discouraged. Only use it if the FW/driver is incompatible
with non-locally originated hints.
A new API lets the driver send a complete regdomain, to be applied on
its wiphy only.
After a wiphy-specific regdomain change takes place, usermode will get
a new type of change notification. The regulatory core also takes care
enforce regulatory restrictions, in case some interfaces are on
forbidden channels.

If a wiphy-idx is specified, the kernel will return the wiphy specific
regdomain, if such exists. Otherwise return the global regdom.
When no wiphy-idx is specified, return the global regdomain as well as
all wiphy-specific regulatory domains in the system, via a new nested
list of attributes.
Add a new attribute for each wiphy-specific regdomain, for usermode to
identify it as such.

When the regulatory settings change, some channels might become invalid.
Disconnect interfaces acting on these channels, after giving userspace
code a grace period to leave them.
This mode is currently opt-in, and not all interface operating modes are
supported for regulatory-enforcement checks. A wiphy that wishes to use
the new enforcement code must specify an appropriate regulatory flag,
and all its supported interface modes must be supported by the checking
code.

Allow setting bandwidth related regulatory flags. These flags are mapped
to the corresponding channel flags in the specified range.
Make sure the new flags are consulted when calculating the maximum
bandwidth allowed by a regulatory-rule.
Also allow propagating the GO_CONCURRENT modifier from a reg-rule to a
channel.

The regdom intersection code simply tries intersecting
each rule of the source with each rule of the target.
Since the resulting intersections are not observed
as a whole, this can result in multiple overlapping/duplicate
entries.
Make the rule addition a bit more smarter, by looking
for rules that can be contained within other rules,
and adding only extended ones.

Current code checks if the 20MHz bandwidth is allowed for
particular channel -- if it is not, the channel is disabled.
Since we need to use 5/10 MHz channels, this code is modified in
the way that the default bandwidth to check is 5MHz. If the
maximum bandwidth allowed by the channel is smaller than 5MHz,
the channel is disabled. Otherwise the channel is used and the
flags are set according to the bandwidth allowed by the channel.

This allows processing of the last regulatory request when
we determine its still pending. Without this if a regulatory
request failed to get processed by userspace we wouldn't
be able to re-process it later. An example situation that can
lead to an unprocessed last_request is enabling cfg80211 to
be built-in to the kernel, not enabling CFG80211_INTERNAL_REGDB
and the CRDA binary not being available at the time the udev
rule that kicks of CRDA triggers.
In such a situation we want to let some cfg80211 triggers
eventually kick CRDA for us again. Without this if the first
cycle attempt to kick off CRDA failed we'd be stuck without
the ability to change process any further regulatory domains.
cfg80211 will trigger re-processing of the regulatory queue
whenever schedule_work(®_work) is called, currently this
happens when:
* suspend / resume
* disconnect
* a beacon hint gets triggered (non DFS 5 GHz AP found)
* a regulatory request gets added to the queue
We don't have any specific opportunistic late boot triggers
to address a late mount of where CRDA resides though, adding
that should be done separately through another patch.
Without an opportunistic fix then this fix relies at least
one of the triggeres above to happen.

Allow GO operation on a channel marked with IEEE80211_CHAN_GO_CONCURRENT
iff there is an active station interface that is associated to
an AP operating on the same channel in the 2 GHz band or the same UNII band
(in the 5 GHz band). This relaxation is not allowed if the channel is
marked with IEEE80211_CHAN_RADAR.
Note that this is a permissive approach to the FCC definitions,
that require a clear assessment that the device operating the AP is
an authorized master, i.e., with radar detection and DFS capabilities.
It is assumed that such restrictions are enforced by user space.
Furthermore, it is assumed, that if the conditions that allowed for
the operation of the GO on such a channel change, i.e., the station
interface disconnected from the AP, it is the responsibility of user
space to evacuate the GO from the channel.
