VM is mandatory for all hw amdgpu supports. So remove the leftovers
to make it optionally.

Reinitializing the VM manager during suspend/resume is a very very bad
idea since all the VMs are still active and kicking.
This can lead to random VM faults after resume when new processes
become the same client ID assigned.

By default, the value is set by individual gmc.
if a specific value is input, it overrides the global value for all

The contextID field (formerly known as src_data) of the IH
vector stores client specific information about an interrupt.
It was expanded from 32 bits to 128 on newer asics. Expand the
src_id field to handle this.

This breaks on systems with huge amounts of system memory as we do not have
enough vram to store the page tables. Additionally, this is less of an issue
with the recent gtt manager changes.

It can be the case that upon GPU page faults we start trashing
the logs, and so let us ratelimit here to avoid that.
V2. Fix issue where calling dev_err_ratelimited separately for
each line means that some lines corresponding to a single
VM fault may or may not appear depending on the rate.

This makes it easier to replace specific IP blocks on
asics for handling virtual_dce, DAL, etc. and for building
IP lists for hw or tables. This also stored the status
information in the same structure.
