This irq disable/enable pair used to wrap access to the driver's vlgrp
struct, which is no longer present. So, then, this could also so no longer
be present.

Let caller know the result of adding/removing vlan id to/from vlan
filter.
In some drivers I make those functions to just return 0. But in those
where there is able to see if hw setup went correctly, return value is
set appropriately.

igbvf allocates half a page per skb fragment. We must account
PAGE_SIZE/2 increments on skb->truesize, not the actual frag length.

To ease skb->truesize sanitization, its better to be able to localize
all references to skb frags size.
Define accessors : skb_frag_size() to fetch frag size, and
skb_frag_size_{set|add|sub}() to manipulate it.

Changes to clean up the VLAN Rx path by Jiri Pirko broke trunk VLAN.
Trunk VLANs in a VF driver are those set using
"ip link set <pfdev> vf <n> <vlanid>"

Private rx_csum flags are now duplicate of netdev->features & NETIF_F_RXCSUM.
Removing this needs deeper surgery.
Things noticed:
- HW VLAN acceleration probably can be toggled, but it's left as is
- the resets on RX csum offload change can probably be avoided
- there is A LOT of copy-and-pasted code here
