GPLv2-only devicetrees make reuse difficult for software components licensed
under a different license.
The consensus is that a GPL/X11 dual-license should allow all necessary uses,
so relicense the rk3288-evb files to this combination.
CCs were aquired by git shortlog -sne so it should've hopefully catched
every contributor.

This adds the static vcc_sys regulator to the rk3288-evb, the missing
rk808 supplies from it and all the supplies of the act8846 evb-variant.

DT changes continue to be the bulk of our merge window contents.
We continue to have a large set of changes across the board as new platforms
and drivers are added.
Some of the new platforms are:
- Alphascale ASM9260
- Marvell Armada 388
- CSR Atlas7
- TI Davinci DM816x
- Hisilicon HiP01
- ST STiH418
There have also been some sweeping changes, including relicensing of DTS
contents from GPL to GPLv2+/X11 so that the same files can be reused in
other non-GPL projects more easily. There's also been changes to the
DT Makefile to make it a little less conflict-ridden and churny down
the road.

Use the same transfer speed on both the rk808 and act8846 variants and
remove the status=okay from the rk808 one which is already set in the
shared rk3288-evb.dtsi .

Currently, dwmac-rk uses a custom propety "phy_regulator" to get the name of the
right regulator to use to power on or power off the phy. This commit converts the
driver to use phy-supply devicetree property and the corresponding API, it cleans
the code a bit and make it simpler to maintain. This also replaces the property
phy_regulator by the standard property phy-supply in rk3288-evb-rk808.dts.

Add suspend-voltages and necessary pin-states for suspend on
rk3288-evb-rk808 boards. global_pwroff would be pulled high when
RK3288 entering suspend, this pin is a sleep signal for RK808, so
RK808 could goto sleep mode, and some regulators would be disable.

This adds the cpu-supplies to the curie2, radxarock and rk3288-evb-rk808 boards.
The rk3288-evb-act8846 variant cannot provide the cpu-regulator at the moment
so will get its supply later.

We should be able to talk to the PMIC at 400kHz. No need to talk at
the slow 100kHz.
As measured by ftrace (with a bunch of extra patches, since cpufreq
for rk808 hasn't landed yet):
before this change: cpu0_set_target() => ~500us
after this change: cpu0_set_target() => ~300us
