It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.
This updates the remaining drivers/usb/*Makefile* that were missing SPDX
identifiers. They all get the following identifier:
SPDX-License-Identifier: GPL-2.0
The SPDX identifier is a legally binding shorthand, which can be used
instead of the full boiler plate text.

This removes the usage of CONFIG_USB_DEBUG in the c67x00 driver. There
was only one place, where the TD was dumped to the kernel log, and that
was using the dynamic debug infrastructure already, with the exception
of the call to print_hex_dump(). So move everything to the dynamic
debug infrastructure, including one odd printk(KERN_DEBUG...) line that
looks like it was forgotten about a long time ago.

For all modules, change <module>-objs to <module>-y; remove
if-statements and replace with lists using the kbuild idiom; move
flags to the top of the file; and fix alignment while trying to
maintain the original scheme in each file.
None of the dependencies are modified.
