"count" is controlled by the user and it can be negative. Let's prevent
that by making it unsigned. You have to have CAP_SYS_RAWIO to call this
function so the bug is not as serious as it could be.

All the production devices use the PC compatible version of this
device so don't use the SCU interfaces or the SCU firmware
interfaces.

We need to save major device number to be able to use it for
unregister_chrdev() in ipc_module_exit().
ipc_module_init() must return 0 on success, not major device number.
