Fixed a lot of sparse warnings: mostly warnings about shadowed variables
and signed/unsigned mismatches.

Since at least kernel 2.6.12-rc2, module.h includes moduleparm.h. This
patch removes all occurences of moduleparm.h from drivers/media files.

- Static vars are equal to zero by default. Removed unnecessary =0 from them,
saving some data space

- Remove comments from mainstream. Still on development tree.
- linux/version dependencies removed.
- BTSC Lang1 now is set to auto_stereo mode.
- New tuner standby API.
- i2c-core.c uses hexadecimal for the i2c address, so it should stay consistent.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
