Christian Lamparter 67e43de6db carl9170: allow users to lower output power level
This patch implements a simple way of reducing the
output power of the device by a configurable upper
limit.

Christian Lamparter acf1771221 carl9170: improve site survey
The firmware keeps track of channel usage. This data can
be used by the automatic channel selection to find the
*best* channel.

Christian Lamparter 7ccc83b0fc carl9170: fix timekeeping for HW_COUNTER firmwares
AR9170_PWR_REG_PLL_ADDAC is used to set the main clock
divisor which affects the AHB/CPU speed. Because this
would interfere with the firmware internal timekeeping,
the function has to be moved into the firmware.

Christian Lamparter 3b386510f4 carl9170: reduce channel change delay
By removing two "safety" msleeps (and an echo nop), the
channel change delay is effectively halved. Previously,
the delay could be as long as 260 ms and the device
could not go off-channel without risking to miss the
next DTIM beacon [interval ~307 ms].

Christian Lamparter 735761108f carl9170: reinit phy after HT settings have changed
The driver has a set of different initvals for 20 MHz
vs dynamic HT2040 operation. Because we can't change
some of the registers "in-flight", the driver needs to
perform a warm reset.

Christian Lamparter e278c5a903 carl9170: fix noise dBm conversion
Ever since carl9170 gained support to read the noisefloor,
the reported noisefloor level was pretty poor.

Initially I assumed that something was wrong in the PHY
setup and it would be impossible to fix without any
guidances. But this was not the case. In fact the nf
readings were correct and the thing that was broken
was the "simple" sign extension code!
