Use the local uapi headers to keep in sync with "recently" added #define's
(e.g. VSS_OP_REGISTER1).

Without this patch, hv_fcopy_daemon's hv_copy_data() -> pwrite()
will fail for >2GB file offset.
The current char-next branch is broken and this patch fixes
the bug.

hv_fcopy_daemon is not mentioned in Makefile so it must be built
manually. Add hv_fcopy_daemon to Makefile.

Currently, there is no makefile for the Hyper-V tools.
This patch adds the missing makefile, and adds it to the main tools makefile.
