Use rtc_valid_tm() to check the returned struct rtc_time *tm, to avoid
returning a wrong tm value.

Since 43cc71eed1, the platform modalias is
prefixed with "platform:". Add MODULE_ALIAS() to the hotpluggable RTC
platform drivers, to re-enable module auto loading.

Move the "24hr: yes" proc output from drivers to rtc proc code. This is
required because the time value in the proc output is always in 24hr mode
regardless of the driver.
