Move the shortform attr structure definition to the same place as the other attribute structure definitions for consistency and also so that xfs/122 verifies the structure size. Dave Chinner	84be0ffc90	libxfs: move header files ... Move all the header files that are shared with userspace into libxfs. This is done as one big chunk simpy to get it done quickly.
