Commit ca74b316df ("arm: Use common cpu_topology structure and
functions.") changed cpu_coregroup_mask() from the ARM32 specific
implementation in arch/arm/include/asm/topology.h to the one shared
with ARM64 and RISCV in drivers/base/arch_topology.c.
Currently on ARM32 (TC2 w/ CONFIG_SCHED_MC) the task scheduler setup
code (w/ CONFIG_SCHED_DEBUG) shows this during CPU hotplug:
ERROR: groups don't span domain->span
It happens to CPUs of the cluster of the CPU which gets hot-plugged
out on scheduler domain MC.
Turns out that the shared cpu_coregroup_mask() requires that the
hot-plugged CPU is removed from the core_sibling mask via
remove_cpu_topology(). Otherwise the 'is core_sibling subset of
cpumask_of_node()' doesn't work. In this case the task scheduler has to
deal with cpumask_of_node instead of core_sibling which is wrong on
scheduler domain MC.
e.g. CPU3 hot-plugged out on TC2 [cluster0: 0,3-4 cluster1: 1-2]:
cpu_coregroup_mask(): CPU3 cpumask_of_node=0-2,4 core_sibling=0,3-4

should be:
cpu_coregroup_mask(): CPU3 cpumask_of_node=0-2,4 core_sibling=0,4
Add remove_cpu_topology() to __cpu_disable() to remove the CPU from the
topology masks in case of a CPU hotplug out operation.
At the same time tweak store_cpu_topology() slightly so it will call
update_siblings_masks() in case of CPU hotplug in operation via
secondary_start_kernel()->smp_store_cpu_info().
This aligns the ARM32 implementation with the ARM64 one.
Guarding remove_cpu_topology() with CONFIG_GENERIC_ARCH_TOPOLOGY is
necessary since some Arm32 defconfigs (aspeed_g5_defconfig,
milbeaut_m10v_defconfig, spear13xx_defconfig) specify an explicit
# CONFIG_ARM_CPU_TOPOLOGY is not set
w/ ./arch/arm/Kconfig: select GENERIC_ARCH_TOPOLOGY if ARM_CPU_TOPOLOGY

Currently, ARM32 and ARM64 uses different data structures to represent
their cpu topologies. Since, we are moving the ARM64 topology to common
code to be used by other architectures, we can reuse that for ARM32 as
well.
Take this opprtunity to remove the redundant functions from ARM32 and
reuse the common code instead.

Checking for "/cpus" node is not necessary as of_get_cpu_node() will fail
later on anyways. The call to of_find_node_by_path() also leaks a
reference. So just remove the check.

Now that some functions that deal with arch topology information live
under drivers, there is a clash of naming that might create confusion.
Tidy things up by creating a topology namespace for interfaces used by
arch code; achieve this by prepending a 'topology_' prefix to driver
interfaces.

Reduce the scope of cap_parsing_failed (making it static in
drivers/base/arch_topology.c) by slightly changing {arm,arm64} DT
parsing code.
For arm checking for !cap_parsing_failed before calling normalize_
cpu_capacity() is superfluous, as returning an error from parse_
cpu_capacity() (above) means cap_from _dt is set to false.
For arm64 we can simply check if raw_capacity points to something,
which is not if capacity parsing has failed.

arm and arm64 share lot of code relative to parsing CPU capacity
information from DT, using that information for appropriate scaling and
exposing a sysfs interface for chaging such values at runtime.
Factorize such code in a common place (driver/base/arch_topology.c) in
preparation for further additions.

parse_cpu_capacity() has to return 0 on failure, but it currently returns
1 instead if raw_capacity kcalloc failed.

We are going to split <linux/sched/topology.h> out of <linux/sched.h>, which
will have to be picked up from other headers and a couple of .c files.
Create a trivial placeholder <linux/sched/topology.h> file that just
maps to <linux/sched.h> to make this patch obviously correct and
bisectable.
Include the new header in the files that are going to need it.

Add a sysfs cpu_capacity attribute with which it is possible to read and
write (thus over-writing default values) CPUs capacity. This might be
useful in situations where values needs changing after boot.
The new attribute shows up as:
/sys/devices/system/cpu/cpu*/cpu_capacity

With the introduction of cpu capacity-dmips-mhz bindings, CPU capacities
can now be calculated from values extracted from DT and information
coming from cpufreq. Add parsing of DT information at boot time, and
complement it with cpufreq information. We keep code that can produce
same information, based on different DT properties and hard-coded
values, as fall-back for backward compatibility.
Caveat: the information provided by this patch will start to be used in
the future. We need to #define arch_scale_cpu_capacity to something
provided in arch, so that scheduler's default implementation (which gets
used if arch_scale_cpu_capacity is not defined) is overwritten.

Commit 143e1e28cb (sched: Rework sched_domain topology definition)
introduced a number of functions with a return value of 'const int'.
gcc doesn't know what to do with that and, if the kernel is compiled
with W=1, complains with the following warnings whenever sched.h
is included.

The fix for all three patches has to be applied together to avoid
compilation failures for the affected architectures.

It is better not to think about compute capacity as being equivalent
to "CPU power". The upcoming "power aware" scheduler work may create
confusion with the notion of energy consumption if "power" is used too
liberally.
This contains the architecture visible changes. Incidentally, only ARM
takes advantage of the available pow^H^H^Hcapacity scaling hooks and
therefore those changes outside kernel/sched/ are confined to one ARM
specific file. The default arch_scale_smt_power() hook is not overridden
by anyone.
Replacements are as follows:
arch_scale_freq_power --> arch_scale_freq_capacity
arch_scale_smt_power --> arch_scale_smt_capacity
SCHED_POWER_SCALE --> SCHED_CAPACITY_SCALE
SCHED_POWER_SHIFT --> SCHED_CAPACITY_SHIFT
The local usage of "power" in arch/arm/kernel/topology.c is also changed
to "capacity" as appropriate.

These symbols are only referenced in this source file so can be made
static, and the efficiency table is constant data so can be declared as
such. This avoids polluting the global namespace and fixes warnings
from sparse.
The function arch_scale_freq_power() is still not prototyped or static,
this is a separate issue as this is overriding a weak symbol from the
scheduler which neglects to provide a prototype.

Currently the topology code computes cpu capacity and stores it in
the list along with hwid(which is MPIDR) as it parses the CPU nodes
in the device tree. This is required as it needs to be mapped to the
logical CPU later.
Since the CPU device nodes can be retrieved in the logical ordering
using DT/OF helpers, its possible to store cpu_capacity also in logical
ordering and avoid storing hwid for each entry.
This patch removes hwid by making use of of_get_cpu_node.

Kernel subsystems other than the topology layer need the MPIDR
mask definitions to access the MPIDR without relying on hardcoded
masks. This patch moves the MPIDR register masks definition to
a header file and defines a macro to simplify access to MPIDR bit fields
representing affinity levels.

This is often because init_cpu_topology lacks a __init

Use cpu compatibility field and clock-frequency field of DT to
estimate the capacity of each core of the system and to update
the cpu_power field accordingly.
This patch enables to put more running tasks on big cores than
on LITTLE ones. But this patch doesn't ensure that long running
tasks will run on big cores and short ones on LITTLE cores.

The affinity between ARM processors is defined in the MPIDR register.
We can identify which processors are in the same cluster,
and which ones have performance interdependency. We can define the
cpu topology of ARM platform, that is then used by sched_mc and sched_smt.
The default state of sched_mc and sched_smt config is disable.
When enabled, the behavior of the scheduler can be modified with
sched_mc_power_savings and sched_smt_power_savings sysfs interfaces.
