arch/arc/Makefile overrides -O2 with -O3. This is the only user of
ARCH_CFLAGS. There is no user of ARCH_CPPFLAGS or ARCH_AFLAGS.
My plan is to remove ARCH_{CPP,A,C}FLAGS after refactoring the ARC
Makefile.
Currently, ARC has no way to enable -Wmaybe-uninitialized because both
-O3 and -Os disable it. Enabling it will be useful for compile-testing.
This commit allows allmodconfig (, which defaults to -O2) to enable it.
Add CONFIG_CC_OPTIMIZE_FOR_PERFORMANCE_O3=y to all the defconfig files
in arch/arc/configs/ in order to keep the current config settings.

Commit 5318321d36 ("samples: disable CONFIG_SAMPLES for UML") used
a big hammer to fix the build errors under the samples/ directory.
Only some samples actually include uapi headers from usr/include.
Introduce CONFIG_HEADERS_INSTALL since 'depends on HEADERS_INSTALL' is
clearer than 'depends on !UML'. If this option is enabled, uapi headers
are installed before starting directory descending.
I added 'depends on HEADERS_INSTALL' to per-sample CONFIG options.
This allows UML to compile some samples.
$ make ARCH=um allmodconfig samples/

This Kconfig option was removed during v4.19 development in commit
771c035372 ("deprecate the '__deprecated' attribute warnings entirely
and for good") so there's no point to keep it in defconfigs any longer.
FWIW defconfigs were patched with:
--------------------------->8----------------------
find . -name *_defconfig -exec sed -i '/CONFIG_ENABLE_WARN_DEPRECATED/d' {} \;
--------------------------->8----------------------

Change the default defconfig (used with 'make defconfig') to the ARCv2
nsim_hs_defconfig, and also switch the default Kconfig ISA selection to
ARCv2.
This allows several default defconfigs (e.g. make defconfig, make
allnoconfig, make tinyconfig) to all work with ARCv2 by default.
Note since we change default architecture from ARCompact to ARCv2
it's required to explicitly mention architecture type in ARCompact
defconfigs otherwise ARCv2 will be implied and binaries will be
generated for ARCv2.

- Remove CONFIG_DEFAULT_HOSTNAME from defconfigs
There's no reason to set the same hostname to all ARC boards
by default. It usually gets overwritten by init scripts anyways.
- Remove disabled CONFIG_DEVKMEM from defconfigs
It is disabled by default

The problem is with CONFIG_CPU_BIG_ENDIAN=y we still needed .config
fixup to override the the defconfig prefix to arceb-linux-
So remove these from defconfig and let user pass this via CROSS_COMPILE
environment var or use the default for ENDIAN (per previous patch)
No other arch carries them in defconfigs anyways !

Even though DEVTMPFS is required when our pre-built initramfs
is used it is not the case in general. It is perfectly possible
to use initramfs with device nodes already populated or there
could be other usages, see discussion below for more detials:
http://thread.gmane.org/gmane.comp.embedded.openwrt.devel/37819/focus=37821
This change removes mentioned dependency from arch/arc/Kconfig
updating instead those defconfigs that are usually used with this
kind of pre-build initramfs.
And while at it all touched defconfigs were regenerated via
savedefconfig and some options were removed:
* USB is selected by other options implicitly
* VGA_CONSOLE is disableb for ARC since
031e29b587
* EXT3_FS automatically selects EXT4_FS
* MTDxxx and JFFS2_FS make no sense for AXS because
AXS NAND controller is not upstreamed
* NET_OSCI_LAN is not in upstream as well
* ARCPGU_xxx options make no sense because ARC PGU is not yet
in upstream and when it gets there all config options would
be taken from devicetree

ARC GNU tools have had support for arc-linux-* driver for some time now.
This is functionally similar to arc-linux-uclibc-* but uclibc prefix
seemed weird at best when trying to compile the kernel itself.

* DWARF unwinder related
+ Force DWARF2 compliant .debug_frame (gcc 4.8 defaults to DWARF4
which kernel unwinder can't grok).
+ Discard the additional .eh_frame generated
+ Discard the dwarf4 debug info generated by -gdwarf-2 for normal
no debug case
* 4.8 already uses arc600 multilibs for -mno-mpy
* switch to using uclibc compiler (to get -mmedium-calls and -mno-sdata)
and also since buildroot can only use 1 toolchain
