Long irq latency will affect other latency, such as answer a net
packet. Add a ko to debug long irq latency, account the delay
and show the stack.

Sync kernel codes to the same with 590eaf1fec ("Init Repo base on
linux 5.4.32 long term, and add base tlinux kernel interfaces."), which
is from tk4, and it is the base of tk4.
