rcu: Clarify comments about FQS loop reporting quiescent states

This commit therefore fixes the comment in rcu_gp_init() to match the current code. Signed-off-by: Joel Fernandes (Google) <joel@joelfernandes.org> Signed-off-by: Paul E.
