igc: set the default return value to -IGC_ERR_NVM in igc_write_nvm_srwr

This patch sets the default return value to -IGC_ERR_NVM in
igc_write_nvm_srwr. Without this change it wouldn't lead to a shadow RAM
write EEWR timeout.
