net: Document xfrm4_gc_thresh and xfrm6_gc_thresh
This change adds documentation for xfrm4_gc_thresh and xfrm6_gc_thresh
based on the comments in commit eeb1b73378
("xfrm: Increase the garbage
collector threshold").
