Fixes warnings reported by kbuild test robot sparse warnings: (new ones prefixed by >>) drivers/cpufreq/intel_pstate.c:729:6: sparse: symbol 'copy_pid_params' was not declared. Should it be static? drivers/cpufreq/intel_pstate.c:739:6: sparse: symbol 'copy_cpu_funcs' was not declared. Should it be static?
