rcu: Fix missing TICK_DEP_MASK_RCU_EXP dependency check
This commit adds checks for the TICK_DEP_MASK_RCU_EXP bit, thus enabling
RCU expedited grace periods to actually force-enable scheduling-clock
interrupts on holdout CPUs.
