dist: add perl-sigtrap build requires 

When building mlnx drivers, needing perl-sigtrap rpm. Otherwise,
it will have errors as below:
Can't locate sigtrap.pm in @INC (you may need to install the sigtrap module)
BEGIN failed--compilation aborted at ./install.pl line 44.
