cgroup: put cgroup_tryget_css() inside CONFIG_CGROUP_SCHED

Put cgroup_tryget_css() inside CONFIG_CGROUP_SCHED to fix the warning
of 'cgroup_tryget_css' defined but not used [-Wunused-function] when
CONFIG_CGROUP_SCHED is disabled.
