sctp: fix ignoring asoc_id for tcp-style sockets on SCTP_CONTEXT sockopt 

A similar fix as Patch "sctp: fix ignoring asoc_id for tcp-style sockets on
SCTP_DEFAULT_SEND_PARAM sockopt" on SCTP_CONTEXT sockopt.
