tick/broadcast: Drop unneeded CONFIG_GENERIC_CLOCKEVENTS_BROADCAST guard
tick-broadcast.o is only built if CONFIG_GENERIC_CLOCKEVENTS_BROADCAST=y so remove the redundant #ifdef guards around the definition of tick_receive_broadcast().
