firmware: arm_scmi: Add SMCCC discovery dependency in Kconfig 

ARM_SCMI_PROTOCOL depends on either MAILBOX or HAVE_ARM_SMCCC_DISCOVERY,
not MAILBOX alone. Fix the depedency in Kconfig file and driver to
reflect the same.
