Revert "serial: 8250_dw: Fix runtime PM handling"

This reverts commit d76c74387e.

While commit d76c74387e ("serial: 8250_dw: Fix runtime PM handling")
fixes runtime PM handling when using kgdb, it introduces a traceback for
everyone else.
